replacing the oil drain plug washer is necessary?

Yeah and don't listen to anyone who says you don't have to. When you tighten the bolt the washer squshes and next time you take it out id can be deformed and you'll have an oil leak which you'll need to fix by draining the oil to replace the washer you didn't replace the first time around. It's not worth it, it's less than a dollar.
 
That's so true. If you skip this, you might end up with a leak. And trust me, nobody wants to deal with a total drain just to swap out a cheap part
